Balwin backs Mooikloof growth with R100m road investment

Residential property developer Balwin Properties Limited has finalised a major capital deployment in eastern Tshwane, fully opening a new R100 million public infrastructure project to ease logistical friction inside its high-growth development corridor.

The project, the K147 Zwavelpoort Road link, consists of a new 2km dual carriageway directly linking Atterbury and Garsfontein roads.

Positioned as a critical east-west connection across the expanding Mooikloof node, the infrastructure asset is designed to absorb commuter backlogs and support the long-term urban framework of the broader precinct. Following its completion, the road asset will be formally handed over to the City of Tshwane as public infrastructure.

For property developers operating in dense metropolitan nodes, independent investment into surrounding public transport networks is increasingly required to ensure the commercial viability and accessibility of large-scale residential pipelines.

Alleviating regional congestion fault lines

The completion of the K147 marks the culmination of a multi-year regulatory and operational cycle. Planning for the transport link originally commenced in 2019, with physical construction breaking ground on 6 May 2025 before reaching final completion on 5 June 2026.

During the construction phase, the project generated approximately 400 direct and indirect jobs.

Steve Brookes, founder and CEO of Balwin Properties, emphasised that the infrastructure intervention serves as a necessary relief valve for the municipality’s wider transit network: “This road introduces a vital new connection within the Tshwane road network and will play a meaningful role in reducing pressure on existing routes.

“It will help relieve congestion currently experienced on Solomon Mahlangu Drive and De Villebois Mareuil Drive, which are key north-south routes used to access the N1 and R21 respectively,” Brookes said.

The link is expected to immediately impact an array of surrounding residential estates and communities, including Mooikloof Eco Estate, Greenkloof, Mooikloof Ridge, and The Hills, alongside commuters traveling from Olympus, Moreleta Park, and Zwavelpoort.

By directly bridging Atterbury and Garsfontein roads, the dual carriageway is also expected to enhance the structural efficiency of public transport routes across the node.

An infrastructure anchor for the Mooikloof Smart City

Beyond immediate congestion relief, the K147 forms part of the approved planning and gazetted infrastructure requirements legally tied to the area’s ongoing urban expansion.

Crucially, the road establishes the logistical foundations for the group’s planned mega-project, the Mooikloof Smart City. Over time, this master-planned precinct is envisioned to scale into a fully integrated node encompassing residential developments, schools, healthcare facilities, retail centres, office parks, and community amenities, all of which remain dependent on high-capacity road access to remain viable.

Brookes highlighted that private corporate investment into public infrastructure is a critical prerequisite for unlocking sustainable, long-term asset value in integrated communities: “Projects like this are important in supporting the functionality of growing cities. By improving access and connectivity, they help create more efficient movement networks and support the continued development of integrated communities.”

The handover process will see the asset integrated into the City of Tshwane’s municipal public infrastructure portfolio, with senior city officials scheduled to attend the opening framework.
