National Treasury this week announced it would temporarily withhold the July 2026 equitable share transfers to 69 municipalities, including the City of Johannesburg.
Treasury said the decision follows “persistent serious non-compliance” with the Municipal Finance Management Act and is intended to instil fiscal discipline, ensure unauthorised, irregular, fruitless and wasteful expenditure is addressed, and hold municipal officials and office-bearers accountable where required by law.
